Job Title: Contract Compliance Audit Manager

Reports To: Director of Internal Audit

Position Summary: McCarthy Holdings, Inc. is currently seeking a driven, motivated Contract Compliance Audit Manager to support the continuing development of a professional Internal Audit department.

Responsibilities:
o Advise management regarding business processes and controls necessary to comply with Cost Accounting Standards Board (CASB) regulations, standards, and rules, and Federal Acquisition Regulations (FAR).
o Ensure accounting routines and cost practices that affect Government business meet all standards of compliance for contract cost and pricing and related financial reporting.
o Evaluate and update, if necessary, Disclosure Statements and indirect overhead, fringe benefits, and other direct cost rates applicable to Government contracts.
o Provide expert advice and counsel in the area of Government contract accounting, including estimating, bidding, project accounting, and contract close-out.
o Work closely with management personnel assigned to Government projects to ensure understanding of requirements and compliance therewith.
o Interface with Defense Contract Audit Agency (DCAA) auditors on compliance and audit support related matters.
o Perform audits and evaluations of financial and business processes, controls, and transactions (both Government and non-Government projects).
o Perform special projects as assigned.
o Assist with creating and updating business policies and procedures, and process documentation in narratives and flowcharts.
o Travel required (approximately 20% anticipated).

Qualifications:
o Minimum ten years Government contract compliance experience with large companies in an internal audit department, external auditing/consulting firm, and/or Federal Government auditing role.
o Subject matter expert with extensive background in and familiarity with FAR, CAS, and Truth in Negotiations Act (TINA).
o Construction industry experience and knowledge is a plus.
o Knowledge of accounting systems, processes, and internal controls.
o Ability to work independently and autonomously (i.e., not task-driven and require constant and specific directions).
o Bachelors or Masters Degree in accounting, finance, or MBA, from an accredited college or university.
o Professional designation preferred (CPA, CIA, and/or CGAP).
o Information Technology systems knowledge (specifically general and applications controls) is a plus.
o Ability to communicate effectively with all levels of management.
